Job vacancy, ALiSEA National Network Coordinator (50% part time, Lao PDR)

ALiSEA is looking for a dynamic National Network Coordinator for Laos (lao national only), based in Vientiane at Gret office with potential travels within the country and the Mekong Region.

This position is 50% part time, i.e about 10-11 days per month.

In order to guarantee the sustainability of this position and to enhance its network facilitation role, it is highly recommended that the candidate for this part time position shares his/her time with another position in an active Non Profit Association in the field of rural development.

Duties:

The ALiSEA Network Coordinator will support the Regional Coordinator in the overall project oversight and implementation at Lao PDR level mostly addressing the following issues:

Technical support

  • Preparation of the Quarterly and Annual Work Plan for ALiSEA Activities in Lao PDR
  • Undertake a weekly agroecology related issue watch (news / updates on agro-ecology at national level) from newspapers, government official announcements, internet websites…
  • Follow up on evolution of legislative framework addressing agriculture development in general and agroecology promotion in particular
  • Scoping / identification of key stakeholders involved in agriculture and agroecology at national level (Civil Society Organizations, Research Institutes, Universities, Government Officials…)
  • Organize and facilitate national multi-stakeholders’ workshops for sharing experience, bridging gaps, stimulating synergies and building a common concept of “agro-ecological transition”, and ensure media coverage
  • Provide inputs for elaborating ToR of consultancies, assessments, research, thematic workshops, trainings, Small Grant Fund (SGF) guidelines…
  • Facilitate consultancies, assessments, research, monitoring and evaluation exercises;
  • Facilitate joint evaluations of agro-ecological practices and experiences (case studies), with analysis of the conditions for scaling-up
  • Support potential applicants to understand the SGF processes and selection criteria (SGF is meant to co fund activities aiming at linking stakeholders, sharing experience, documenting case studies, building innovative concepts…)
  • Support establishment of ALiSEA national secretariat (hosted by a national CSO to be identified)
  • Support the organization of national “General Assembly Meetings” for shaping governance, finance and management model of ALiSEA

Coordination

  • Represent the project towards international and national partners and stakeholders as well as towards government and local authorities when needed
  • Participate to relevant technical meetings and working groups at Vientiane level and potentially in the Mekong Region
  • Participate to yearly regional ALiSEA workshops and meetings

Administrative and Financial follow up and reporting

  • Participate to recruitment process, identification of short term consultants / experts related to the project,
  • Elaborate brief monthly reports on activities and progress against the yearly work plan (based on template to be provided by Regional Coordinator);
  • Contribute to semi-annual report for donor (AFD);
  • Prepare quarterly and monthly fund requests (in close collaboration with Regional Coordinator);
  • Follow-up accounting system and budget expenditure rates (in close collaboration with Regional Coordinator);

Qualification

  • University degree in field related to Agriculture, Development Economics, Development studies, Environmental sciences, Communication…

Experience, skills and knowledge:

  • Experience working in rural development, sustainable livelihoods, food security with Community Based Organizations (CBOs), Farmers’ Associations or Non Profit Associations
  • Excellent communication, animation and networking skills, ability to facilitate meetings and to write reports
  • Good command of word, excel, PowerPoint, publisher (and other related software for Newsletter edition and publication)
  • Good command of Lao and English languages (ability to translate from one language to the other)
  • Ability to deal with a range of people from various cultures and different capacities
  • Ability to take initiative and work independently when needed
  • Competence in capacity-building and organizational or institutional development of local organizations
  • Ability to show perseverance, tenacity and the ability to work under pressure
  • Good knowledge in mapping and statistic software is a plus
  • Knowledge about Organic Farming, System of Rice Intensification, Agroforestry, Integrated Pest Management, Conservation Agriculture, Rural livelihoods, Participatory approach would be a valuable asset
