To support the implementation of our Rice Project in the Mekong Delta region, we are seeking to recruit <strong>a motivated and qualified Vietnamese professional for the Rice Business Development Officer position.</strong> This position will be based in Dong Thap Province.</p>

<li><strong>Job Overview: </strong>The Rice Business Development Officer works under the supervision of the Rice Project Manager and in close collaboration with programme colleagues, partners, and private sector actors. The position supports the design and implementation of inclusive business and market-based interventions within the Rice Programme, contributing to stronger linkages between farmer organizations and market actors.</li>
<li><strong>Contract type: </strong>Full-time (1-year contract with the possibility of extension)</li>
<li><strong>Expected starting date: </strong>May 2026 (or as soon as possible)</li>
<li><strong>Key responsibilities</strong>:
<ul>
<li>Implement programme interventions aligned with <strong>inclusive business, market development, and enabling environmental strategies</strong> through active coordination with stakeholders in the rice value chain.</li>
<li>Provide <strong>business development support</strong> and broker partnerships to strengthen local agribusiness and cooperative capacity, including linkages with buyers, processors, traders, financial institutions, and business service providers.</li>
<li>Coordinate with programme partners on <strong>planning, executing, and reviewing activity and financial implementation plans</strong>; conduct field visits and support market analysis, monitoring, and reporting.</li>
<li>Monitor the progress and results of <strong>rice market development activities</strong>, and prepare timely, accurate reports on implementation results, challenges, and proposed adjustments in line with programme requirements.</li>
<li>Build and maintain strong relationships with <strong>farmer organizations, companies, service providers, government bodies, and development actors</strong> relevant to the rice value chain.</li>
<li>Support capacity development efforts for cooperatives and partners, assist visitors and expatriates as needed, and perform other tasks as assigned by the line manager.</li>

<li><strong>Basic requirements:</strong>

<li>Experience in <strong>market development and agricultural value chains</strong>, including environmental sustainability and gender and youth mainstreaming.</li>
<li>Experience working with <strong>diverse stakeholders</strong>, including farmers, cooperatives, private sector actors, local partners, and development organizations.</li>
<li>Strong knowledge of the <strong>rice value chain</strong>, market dynamics, and business practices, with the ability to support farmer organizations and cooperatives in market engagement.</li>
<li>Demonstrated ability in <strong>field coordination and problem-solving</strong>, with practical approaches to market and implementation challenges.</li>
<li>Skills in <strong>coaching and mentoring</strong>; result-oriented mindset with attention to quality.</li>

DPA works primarily in the areas of Natural Resource Management, Climate Change, Food Security, and Financial Sustainability, supporting vulnerable communities to strengthen resilience and improve livelihoods. DPA currently implements two core programmes: Partnership and Advocacy Programme – Strengthening civil society partnerships, promoting inclusive policy dialogue, and advocating for sustainable and equitable development. Integrated Community Development Programme – Delivering community-based interventions that integrate natural resource management, climate resilience, food security, and sustainable livelihoods.</p>
<p style="text-align: justify">As part of its forward-looking strategy, DPA is seeking a qualified expatriate or Cambodian consultant to lead the development of its Strategic Plan 2027–2031. The consultant will facilitate a participatory strategic planning process to define DPA’s vision, strategic priorities, and institutional direction for the next five years.</p>
<p style="text-align: justify"><strong>Main Responsibilities:</strong></p>
<ol style="text-align: justify">
<li>Prepare inception report, which consists of methodology, workplan to deliver output deliverables, and budget, is submitted to the DPA Executive Director and members of the Strategic Plan Development Committee.</li>
<li>Conduct a comprehensive literature review, including programme/project evaluation reports, internal consultation documents/reports, narrative reports (2022, 2023, 2024, and 2025), DPA proposals, Cambodia’s current development context in relation to DPA’s work and other relevant organizational materials.</li>
<li>Facilitate strategic planning workshops with DPA staff and partner representatives, organize consultation meetings with the Governing Board and funding partners, and convene meetings with leadership and Management Committee members to collect inputs and recommendations.</li>
<li>Present the draft Strategic Plan to DPA leadership, the Strategic Plan Development Committee, funding partners, and the Governing Board for validation and incorporate feedbacks and inputs.</li>
<li>Finalize and submit the final Strategic Plan (2027 – 2031) to the Executive Director, the Strategic Plan Development Committee, and the Governing Board for final review and approval.</li>
</ol>
<p style="text-align: justify"><strong>Qualifications and Experience Required:</strong></p>
<ol style="text-align: justify">
<li>Advanced degree in Development Studies, Strategic Management, Public Policy, or related field.</li>
<li>Minimum 7–10 years of experience in strategic planning for NGOs or development organizations.</li>
<li>Proven experience facilitating participatory planning processes.</li>
<li>Strong understanding of Cambodian development context (for expatriates).</li>
<li>Demonstrated expertise in natural resource management, climate change, food security, or civil society strengthening.</li>
<li>Excellent analytical, facilitation, and report-writing skills.</li>
<li>Fluency in English (Khmer language skills are an asset)</li>

<p>Rikolto in Southeast Asia (SEA) operates in Vietnam, with an office based in Hanoi. <h4 style="text-align: justify"><strong>The Project and Position</strong></h4>
<p style="text-align: justify">The Agroecology for Resilient Landscapes for the Poor in Northern Uplands (A4P) phase 2 project, co-funded by Bread for the World, ICRAF, and the Consultative Institute for Socio-Economic Development of Rural and Mountainous Areas (CISDOMA), and implemented in the period of 2025-2028 by ICRAF and CISDOMA. The project will target how agroecology contributes to building and maintaining resilient landscapes with environmentally friendly livelihoods for local poor ethnic minorities, reducing poverty in the Northwest region of Viet Nam.</p>
<p style="text-align: justify">ICRAF Viet Nam country office is seeking a dynamic, motivated field technician to carry out field project activities and provide on-site technical support to local farmer cooperators in the assigned location of Phinh Ho and Hanh Phuc communes, Lao Cai province. The post holder is also required to establish and maintain close collaboration with local agencies and partners in communes.</p>
<p style="text-align: justify">Under the supervision of the project manager and researcher, the field technician is expected to perform the following tasks and responsibilities:</p>
<h4 style="text-align: justify"><strong>Main</strong> <strong>R</strong><strong>esponsibilities</strong></h4>
<p style="text-align: justify"><em><strong>1. The Agroecology for resilient landscapes for the poor in Northern uplands (A4P) phase 2 project</strong></em></p>
<ul style="text-align: justify">
<li>Support the project staff in setting up and maintaining agroecological trials and demonstration landscapes in Hanh Phuc and Phinh Ho communes.</li>
<li>Assist farmer groups in routine activities such as planting, maintenance, and record-keeping under technical guidance of senior project staff.</li>
<li>Help organize and facilitate community meetings, farmer training sessions, and field events.</li>
<li>Provide logistics support for fieldwork, such as preparing materials, tools, and transportation arrangements.</li>
<li>Participate in household surveys and field data collection following established guidelines.</li>
<li>Conduct basic monitoring of crops and trees (growth, survival rate, yield, etc.) and report to the project manager, senior field staff.</li>
<li>Support in data entry, cleaning, and simple documentation of field activities.</li>
<li>Maintain regular contact with local farmers and commune-level partners to ensure smooth field operations.</li>
<li>Report promptly any field issues, weather impacts, or farmer feedback to the project manager and senior field staff.</li>
<li>Support communication and mobilization of both female and male Hmong farmers to engage in project activities.</li>
</ul>
<p style="text-align: justify"><em><strong>2. Other Responsibilities</strong></em></p>

<li>Identify and mitigate potential risks within your work area.</li>

<p style="text-align: justify">Rikolto in Southeast Asia (SEA) operates in Vietnam, with an office based in Hanoi. To support the implementation of <strong>our EU-funded Project in the Mekong Delta and Central Highlands</strong>, we are seeking to recruit a qualified Vietnamese professional for the position of <strong>Project Coordinator</strong>, based in Hanoi.</p>
<ul style="text-align: justify" role="list">
<li><strong>Job Overview:  </strong>The Project Coordinator leads the effective implementation, coordination, andmonitoring of an EU-funded project on circular economy and low-carbon agri-foodsystems in the Mekong Delta and Central Highlands, ensuring compliance with EUand Rikolto standards, strong multi-stakeholder engagement, and high-qualityprogramme delivery.<strong>‍</strong></li>
<li><strong>Job size</strong>: Full-time (1-year contract with possibility of extension)</li>
<li><strong>Duty station: </strong>Hanoi, Vietnam<strong>‍</strong></li>
<li><strong>Expected starting date</strong>: January 2026<strong>‍</strong></li>
<li><strong>Key responsibilities:</strong>
<ul role="list">
<li>Coordinate and support day-to-day implementation of the EU-fundedproject, ensuring activities are delivered on time, with quality, and in linewith approved plans under the guidance of the Project Manager.</li>
<li>Provide functional task coordination and coaching to the project teamto ensure smooth implementation and professional development, while escalatingperformance issues or strategic decisions to the Project Manager.</li>
<li>Prepare and consolidate annual and quarterly workplans, activitybudgets, procurement plans, partner contracts, and compliance documentation.</li>
<li>Facilitate collaboration and communication with governmentagencies, private sector partners, academic institutions, farmer organisations,and community stakeholders, ensuring alignment with project objectives andmaintaining strong working relationships.</li>
<li>Coordinate trainings, workshops, field missions, andmulti-stakeholder platforms, ensuring effective logistics, technicalpreparation, and partner engagement.</li>
<li>Monitor field implementation, identify operational challenges, andpropose adaptive solutions, while ensuring adherence to technical guidance,quality standards, and compliance requirements set by Rikolto.</li>
<li>Work closely with the M&amp;E Officer to ensure accurate datacollection, verification, analysis, and synthesis of evidence for reporting andlearning purposes.</li>
<li>Draft high-quality technical reports, donor report inputs,communication content, and documentation of project results and lessonslearned, for validation by the Project Manager.</li>
<li>Ensure compliance with EU donor regulations, Rikolto policies,safeguarding, PSEAH, anti-fraud/anti-corruption rules, and national laws, andpromptly report risks or incidents to the Project Manager.</li>
<li>Promote accountability and transparency by ensuring responsibledata management, ethical implementation practices, and alignment with Rikolto’sfood systems strategy, contributing to organisational learning.</li>

<li><strong>Basic Requirements:</strong>
<ul role="list">
<li>Bachelor’s degree in agriculture, aquaculture, environmentalscience, food systems, rural development, or a related field (Master’s degreepreferred).</li>
<li>Minimum 10 years of experience managing and coordinating projectsin international organisations or development programmes.</li>
<li>Strong expertise in agri-food value chains, food systems, circulareconomy, low-carbon production, and inclusive business models.</li>
<li>Proven experience building and managing multi-stakeholderpartnerships with government, private sector, academia, and community actors.</li>
<li>Demonstrated experience with EU-funded projects, sustainabilitystandards, certification schemes, and compliance requirements.</li>
<li>Solid knowledge of project cycle management, budgeting,procurement, donor compliance, and result-based management.</li>
<li>Experience with monitoring and evaluation, data management,reporting, and evidence-based decision-making.</li>
<li>Strong understanding of Vietnam’s agriculture, aquaculture, policyframeworks, and the socio-economic contexts of the Mekong Delta and CentralHighlands.</li>
<li>Excellent communication, coordination, problem-solving, andteamwork skills, with the ability to lead and motivate multidisciplinary teams.</li>
<li>Excellent command of Vietnamese and English (spoken and written),and willingness to travel regularly to the Mekong Delta and Central Highlands.</li>
