Founded in 1976, GRET is a French non-profit association of professionals for fair development. It supports social and economic sustainable development with an approach based on partnership and action research. Active in 25 countries with 740 professionals in 2017, GRET has 14 permanent offices in Europe, Asia, Africa and Latin America, where the Head Quarter (HQ) bases in Paris, France. GRET combines the roles of innovation project implementor, expert, contributor to public policy and producer/distributor of development knowledge references.
GRET has been present in Cambodia since 1988, and actively implementing a number of development activities in various sectors: Agriculture and Agroecology, Irrigation, Natural Resource Management, Land Governance, Water Supply, Sanitation, Solid Waste Management, Nutrition, Health, Social Protection, Micro finance and professional capacity-building insertion. With 2 offices of 50 staffs in Phnom Penh and Siem Reap in 2018, Gret is implementing 14 projects involving more than 300 000 beneficiaries.
We are seeking a dynamic candidate to join our team as position below:
International Expert in Irrigation and Water Social Management

We are looking for an International Expert in Irrigation and Water social management for joining our Technical Assistance Team in support to a Program of Ministry of Water Resource and Meteorology (MoWRAM), Cambodia.
Duties
- He/she will be based in Cambodia, Phnom Penh, for a 4 years assignment, starting second semester 2019, with 2/3 time travelling within the country for coordinating and providing support to the decentralized TA team and PDoWRAM in 5 provinces. Work will mostly (but not exclusively) focus on facilitating the creation, registration, capacity building and institutional insertion and recognition (collaboration with PDoWRAM and participation to the Farmer Water Net – FWN) of Farmer Water User Communities (FWUC) in around 10 irrigation schemes and 40 preks, 20 000 ha.
Requirements
- Master’s degree in tertiary social science / Preferably 10 years of combined international and national professional experience as community development, capacity building, local empowerment / Worked as FWUC development expert in at least two similar scale or type projects in the past 10 years / Relevant international experience and experience in similar environment / Excellent command both written & spoken English and proficiency in using project related software and be computer literate / Physical health condition to perform the job with frequent travel to irrigation schemes / Strong communication skills and ability to liaise with various stakeholders, including government officials.
