Green Community Development Association (GCDA) is urgently looking for two market development officers to be based in Saravan and Savannakhet. The assignment is under the Accelerating Healthy Agriculture and Nutrition Project or AHAN, supported by the EU
Overall responsibilities
The market development officer (MDO) shall work closely with the project team members, especially with the AVSF’s Agriculture Team on detailed planning, implementing, and follow-up and monitoring of assigned tasks. S/he shall coordinate closely and regularly with GCDA designated managing coordinator (MC) based in Vientiane and periodically report to MC.
Specific tasks
- Establish FGs in each target village (120 in total) through agriculture sensitive activities and by supporting the establishment of the necessary governance structures and systems in line with regulations of Ministry of Agriculture and Forestry (MAF);
- Provide training to the FGs managers on management, leadership and communication skills, as well as basic administration and financial management skills including bookkeeping;
- Improve local market access and establish local marketplaces at the village and/or sub-district level to facilitate trades, sales and/or purchases of food by local communities;
- Improve access to foods that cannot be sourced through self-production;
- Facilitate access to sufficient and/or diverse foods, the local marketplace will also provide opportunities for small-scaled income generations;
- Improve external market access by training and supporting farmers to better understand and connect with markets through Farmers Groups (FGs), increasing their profitability and incomes;
- Closely consult with the village and local authorities, including the Village Development Committee, Village Cluster or ‘Kumban’ and relevant authorities, as well as local producers and consumers;
- Develop a detailed annual budget and work-plan for AHAN programme activities, including the project’s activities with partners and tracks expenditures against activities;
- Perform detailed documentation of activities for monitoring and evaluation purposes; and
- Prepare field mission reports to document programme implementation.
Qualifications and Education Requirements
- Degree in Agribusiness and/or relevant areas
- Fluent in both oral and written communications in English and Lao
- Computer skills (Word, Excel, PowerPoint, and other programs)
Experience and Skill
- At least 3 years of work experience in development fields and/or rural communities
- Experience in facilitating farmers organization
- Certain knowledge in nutrition and natural resources a plus
- Be result-oriented
- Work under pressure
- Value teamwork
