In November 2019, the Participatory Development Knowledge Agency (PAKA) was established after the closure of PADETC1. For three decades PADETC was very active in development, contributing to the current policy goal of the Lao government to “Graduate from Least Developed Country Status by2025”.  The country is still facing major developmental challenges including the increased risks linked to climate change and global pandemics that affect the whole of society. In this context all development partners, including local civil society organizations, must work together more closely than ever.

A number of studies and consultations, and the development strategies of PADETC  and other policies developed by different development stakeholders including government agencies, generally confirms that the role of civil society in the development of the Lao PDR, while being supported at broad policy level, is still being defined, and collaboration and implementation mechanisms are only at a very early stage of development. In this limited space for civil society, PAKA as a Non-Profit Organization, is well positioned to enhance the vision and the mission of promoting sustainable development through engaging people in active learning; and to introduce inclusive participation and field-based practices at different levels and in different contexts.
