Monitoring and Evaluation (M&E) Officer
Location: Headquarters, Rural Development Agency (RDA), Vientiane Capital, Laos
Contract Period: 01 March 2025 – 28 February 2025 (1 year)
Reporting to: Head of Monitoring, Evaluation, Action, and Learning (MEAL) Unit
Background
The Rural Development Agency (RDA) is a non-profit social enterprise committed to sustainable rural development in Laos. RDA works in partnership with communities, youth, local authorities, and stakeholders to enhance environmental education, food security, nutrition, and community learning. Through a participatory approach, RDA aims to empower individuals and communities to drive their own development while ensuring sustainability and resilience. The Monitoring and Evaluation (M&E) Officer plays a critical role in ensuring the effectiveness and impact of RDA’s programs by implementing robust monitoring, evaluation, and learning systems. This position supports evidence-based decision-making, promotes accountability, and enhances program performance through systematic data collection, analysis, and reporting.
Purpose of the Position
The M&E Officer is responsible for designing, implementing, and managing RDA’s monitoring and evaluation systems to track project progress and impact. This includes maintaining databases, analyzing program performance, and supporting learning and adaptive management processes. The officer will collaborate closely with internal teams, partners, and external evaluators to ensure data quality and utilization for strategic decision-making.
Key Responsibilities
1. Monitoring and Evaluation System Development & Implementation
- Develop and implement M&E frameworks, tools, and methodologies in alignment with RDA’s strategic objectives.
- Establish key performance indicators (KPIs) and benchmarks for project impact assessment.
- Design and manage data collection, ensuring consistency, accuracy, and compliance with international standards.
- Conduct baseline, midline, and endline evaluations to assess project effectiveness.
2. Data Management and Analysis
- Maintain and update the RDA project database, ensuring systematic data entry, storage, and security.
- Analyze qualitative and quantitative data to identify trends, challenges, and areas for improvement.
- Develop interactive dashboards and data visualization tools to enhance accessibility of M&E findings.
- Generate periodic reports, summaries, and case studies to support decision-making and donor reporting.
3. Reporting and Documentation
- Prepare high-quality reports for management, donors, and other stakeholders.
- Document best practices, lessons learned, and success stories from project implementation.
- Ensure timely submission of progress reports, evaluation findings, and impact assessments.
4. Capacity Building and Training
- Provide training and technical support to RDA staff and partners on M&E frameworks and data collection methodologies.
- Strengthen organizational M&E capacity through workshops, coaching, and mentoring.
- Develop training materials and guidelines to enhance M&E understanding within RDA.
5. Stakeholder Engagement and Collaboration
- Work closely with program teams to integrate M&E into project planning and execution.
- Collaborate with government agencies, development partners, and research institutions for knowledge-sharing.
- Support external evaluations and coordinate with consultants for independent assessments

Required qualifications & experience
- Bachelor’s or Master’s degree in Monitoring & Evaluation, Social Sciences, Information Management, Statistics, Development Studies, or related fields.
- At least 3–5 years of experience in M&E, data management, or program evaluation within development organizations.
- Strong proficiency in M&E methodologies, tools, and software (e.g., KoboToolbox, SPSS, STATA, Power BI).
- Demonstrated experience in designing M&E frameworks and conducting impact assessments.
- Excellent report-writing, analytical, and data visualization skills.
- Ability to build strong relationships with partners, government agencies, and local communities.
- Strong communication, facilitation, and capacity-building skills.
- High level of integrity, accountability, and professionalism.
- Fluency in Lao and English (both written and spoken) is required.
