Information session on ASEAN policy guidelines on agroecology transition, the functioning of ASEAN mechanisms, and national policy dialogue platforms: sharing experiences from Laos, Cambodia and Vietnam

Background
Under the overall direction of LICA (DALaM), CIRAD, ESCAP and FAO completed the writing of the Policy Guidelines on Agroecology Transitions (AET) in ASEAN with the support from consultants and Master student; and supported the consultation and approval process including regarding how to accompany the implementation of the ASEAN Regional Guidelines on Sustainable Agriculture.
To ensure broad-based engagement and relevance of the guidelines, CIRAD, ESCAP and FAO together with other ASSET partners and ALiSEA network also continued implementing and building on a region wide multi-stakeholder process: national consultations were conducted in Laos (15 March 2024), Cambodia (8 April 2024), Vietnam (7 June 2024), the Philippines, Thailand and Indonesia. The consultations were co-organized by ASIADHRRA and member DHRRAs, LICA and national focal agencies together with FAO, CIRAD, ASSET partners, ALiSEA, CASIC and with some support from the Agroecology Coalition and the FO4A project. They brought together over 400 participants with roughly 1/3 Government, Research & UN agencies and 2/3 Farmers Organizations & CSOs, plus some private sector and discussed the relevance, value and utility of the guidelines for scaling AET (addressing challenges, concrete actions recommendations, partnership and inclusive mechanisms to consolidate actions and monitor progress of commitments).
Given the endorsement of the ASEAN Guidelines on agroecology transition during the 46th meeting of the ASEAN Ministers on Agriculture and Forestry AMAF in October 2024 and its official launched through the multi-stakholder workshop organized by DALaM, ASSET project and AFD on 17th/18th March 2024 in Laos, the ALiSEA network, CIRAD and GRET intend to pursue this dynamic of participatory and multi-stakeholders engagement towards AE transition.
This information session is the first step to ensure appropriation and understanding of the ASEAN guidelines on AET by ALiSEA and AsiaDHRRA members, to inform about the next steps on its implementation and raise knowledge and ideas on the different ways to contribute at national and regional levels. In a second step, national face to face workshops will be held in each country (Laos, Cambodia, Vietnam) over the coming months to address the critical need to gather experiences and field-evidence from members on specific leverage principles to feed the national and regional discussions.
Objectives
- Present the ASEAN Policy Guidelines on Agroecology Transitions : process, content, results and next steps for implementation;
- Raise knowledge of how ASEAN mechanisms work;
- Share experience of the national policy platform initiatives of the government in Laos, Cambodia, and Vietnam and contribution modalities
