CALL FOR CONSULTANTS: Survey on Pipe Smoking and its Health Impacts in Sekong Province

ARMI is seeking a highly qualified consultant or team to conduct a comprehensive survey on pipe smoking among ethnic minority communities and assess its impact on the health of local people, particularly women and children.
  • Location: 12 target villages in Dakcheung and Kaleum Districts, Sekong Province, Lao PDR (under project N-LAO-2023-0237).
  • Duration: 2–4 weeks (fieldwork in late March, reporting by end of April 2026).
Key Objectives:
  • Document the prevalence and patterns of pipe/waterpipe smoking practices.
  • Assess smoke exposure pathways and health impacts on women, pregnant women, and children.
  • Identify cultural drivers and social norms influencing tobacco use in the communities.
  • Develop culturally appropriate risk-reduction interventions and community health materials (IEC).
  • Produce a concise technical brief to inform government stakeholders and health planning.
Required Qualifications:
  • University degree (Master’s preferred) in Public Health, Medical, or Social Sciences.
  • Strong expertise in community health or tobacco control.
  • Proven field research experience in rural Lao PDR using both qualitative and quantitative methods.
  • Excellent report-writing skills in both Lao and English languages.
