CALL FOR CONSULTANTS: Survey on Pipe Smoking and its Health Impacts in Sekong Province

ARMI is seeking a highly qualified consultant or team to conduct a comprehensive survey on pipe smoking among ethnic minority communities and assess its impact on the health of local people, particularly women and children.

Location: 12 target villages in Dakcheung and Kaleum Districts, Sekong Province, Lao PDR (under project N-LAO-2023-0237).
Duration: 2–4 weeks (fieldwork in late March, reporting by end of April 2026).

Key Objectives:

Document the prevalence and patterns of pipe/waterpipe smoking practices.
Assess smoke exposure pathways and health impacts on women, pregnant women, and children.
Identify cultural drivers and social norms influencing tobacco use in the communities.
Develop culturally appropriate risk-reduction interventions and community health materials (IEC).
Produce a concise technical brief to inform government stakeholders and health planning.

Required Qualifications:

University degree (Master’s preferred) in Public Health, Medical, or Social Sciences.
Strong expertise in community health or tobacco control.
Proven field research experience in rural Lao PDR using both qualitative and quantitative methods.
Excellent report-writing skills in both Lao and English languages.
